If you are on a Mac then this is not the right executable. You will need to download Mac executable from here: hgdownload.cse.ucsc.edu/admin/exe/macOSX.x86_64/ You may still run in to library errors if you are using latest BigSur OS.
Your best bet is to use conda to install. conda install -c bioconda ucsc-bigwigtowig
